A CHARTER ORDINANCE EXEMPTING THE CITY OF ANDALE, KANSAS, FROM A PORTION OF K.S.A. 15-209, AND PROVIDING FOR THE APPOINTMENT OF A CITY ADMINISTRATOR WHO MAY RESIDE OUTSIDE THE CITY LIMITS AND NOT BE A QUALIFIED ELECTOR OF SAID CITY.

SECTION 1. The City of Andale, Kansas, by the power vested in it under Article Twelve, Section Five of the Constitution of the State of Kansas, hereby elects to exempt itself and make inapplicable to it, the provisions of K.S.A. 15-209 insofar as said statute may require that a City Administrator be a qualified elector of said City.

SECTION 2. The City Administrator of the City of Andale need not be a qualified elector of the City of Andale, Kansas, and may reside outside the city limits of Andale. He shall, however, be a resident of the State of Kansas. The City administrator may be also appointed to the office of City Treasurer and in that event, the City Treasurer may reside outside the city limits of Andale. He shall, however, be a resident of the State of Kansas.
