In order to ensure adequate public safety services to persons and property located within the city limits of Andale, Kansas, it is hereby declared that all individual residential units and all individual business units will have affixed thereto in numerals not less than 3 3/4 inches in height the proper street address of said residential or business unit and said numerals will be visible from the street that forms part of the proper street address for said residential or business unit.

No person shall be issued a building permit for property located within the city limits of Andale, Kansas until such person has caused to be installed a drainage culvert emplaced according to the grade shown in the final plat. All such culverts shall be at least 12 inches in diameter and constructed of such materials as will allow complete drainage of waters through said culvert.
